After reviewing the
applications, the Committee of the SEAF met via telephone on Aug 15,
1999 and approved the following students for funding and
scholarships:

NASMDA:
|
This meeting was not
attended by Dr. Amarjeet Singh, the NASMDA representative. After the
meeting was over, he called me to inform me that the NASMDA had
decided to terminate their cooperation with the SEAF They would
however send their check of $2000 from last year. (This check
arrived a few days ago.)
Their letter to us is enclosed. I have written a note to them
expressing my disappointment but would be happy to take any more
steps or action on this matter. NASMDA is planning to start their
own Scholarship Fund in place of their cooperaion with us
|
Funding:
|
The SEAF has failed to
meet its target of a substantially sized fund that could become
independent of the ASP and not seek continued funding from it. We
will continue with our fund raising efforts and to promote return of
the loans that have been made to students. Nevertheless the SEAF
wishes to thank the ASP for its generous donations on an yearly
basis and we would like to ask that the yearly grant be retained but
at a reduced level.

Endowments:
|
We now have
three endowments supporting the SEAF. They are: Harbans Singh
Akali Endowment (Dr. Harinderjit Singh), S. Dewa Singh and Mdm.
Narain Kaur Endowment (Dr. H.P. Singh of Richmond), and Bhai Mohinder
Singh Endowment. The values of these endowments will be reported by
the Treasurer The first two have been funded completely and are
offering Scholarships on a regular basis. The last one is in the
process of being set up and is expected to be completely funded by
2000. We have set a figure of $20,000 for the endowment. This amount
enables the sponsor to have a named Scholarship.

Essays:
|
This did not go
very well this year as some students did not have the new
application forms and were using the old ones. We shall however
retain the format and modify it for further use.

Committee:
|
The
present coordinator has been running the Fund for 10 years now. The
present members of the Fund are only active when we meet to scrutinize
the applications for the awards. If there are members who
wish to run the Fund, I will be willing to step down but would like
to remain on the Fund Committee. Other members should also be given
a chance to serve on this Committee, particularly if they have some
fund-raising skills, but the total number of members should not be
more than four.

Repayments:
|
The numbers are
not substantial and are small. The Treasurer has the total figures.
I am of the opinion that these will probably not be a significant
source of the Fund's income stream for many years yet. Eventually,
I see the Fund as evolving into a completely grant--based structure
that will solicit donations from its former recipients rather than
asking for repayment.
